95 Civic Check Engine Light stays on
I have a 1995 Honda Civic EX, 1.6 L with 80,000 miles. I am havinga problem with my check engine light (CEL). When I turn the key on sometimes the CEL goes out right away other times it takes longer. Once it goes out I hear the relay click and fuel pump whir and it starts right up and runs fine. I recently replaced the Electronic Control Module (ECM) with a used one because mine was stolen again! I suspect this could be the problem – a couple weeks later was when I started having the problems.
Another weird thing is that when I check for codes using paperclip method the red SRS light does the blinking code instead of theorange CEL.The CEL stays on the whole time. Is this like a backup or something? I am getting a code 92 on the SRS light which does not exist for my yearof car, as far as I know?
Any ideas anybody?

I believe you are inserting the jumper wire (paper clip) into the wrong connector. Information here should help you identify and jumper wire the correct connector:

Is the replacement ECU precisely matched to your car? Were ECU wires cut when it was stolen?
In the service manual, I was unable to find any connection between the circuits for the SRS control unit and ECU.

UPDATE, In case it might help someone: It did turn out to be the ECM (aka ECU). I replaced it with another used one off Ebay and the CEL turned off and it started. The faulty ECM was just stopping the orange CEL from shutting off, otherwise it would have started. So no code was showing from the CEL, it just stayed on.
I also figured out that the SRS light (airbag) was blinking because I had taken the steering wheel off for a repair before this (because a thief busted out my ignition - bastard). I just needed to reset it at the SRS jumper, under the dash, with a paper clip and it was fine. Honda was going to charge like $80 for this!
