Default 94 Civic EX Transmission

The automatic transmission will not change gears until the RPM's reach over 3,000. It's the same for each gear. Could it be a solenoid problem or even the torque converter?

Any CEL codes?

Low ATF? Have you tried two consecutive drain-and-fills with Honda or Honda-recommended ATF?

I think that one has a mechanical cable linked to the throttle. If the transmission thinks that the throttle is wide open, it will delay shifting. Cable could be misadjusted or stuck causing late shifting even at low throttle.
