Default 2000 Civic Ex - Started, then died, won't restart and sounds funny. HELP NEEDED

Hi All, I just tried to start up my 2000 Civic. I didn't quite hold the key over quite long enough, so it almost started, but then died. When I tried to turn it over again, it sounded a bit different. More high pitch, doesn't seem to be firing. Can anyone help me diagnose? Thanks. You guys are always very helpful.

I had someone suggest the starter motor is out. Any thoughts? Would it still try to start with out firing the way that it is if it were the starter?

Watch the belts on the left side of the engine, do they turn when you turn the key? If not the starter is making noise but not turning the engine like it should. If the engine does turn but won't start, take the oil cap off and look at the rocker arms. If they don't move when you crank the engine, the timing belt has stripped. If the cam and valves are moving, take a spark wire off and test for sparks with a spare spark plug.

Also verify that the fuel pump can be heard priming for a few seconds when the ignition key is turned to ON (II) (not cranking the starter motor). Also, does the CEL remain ON with the ignition key is in this position?

Another possibility is that the timing belt slipped a tooth or two rather than stripped/broke. In this case, the rocker arms will move when the engine is cranked but the engine won't start because the cam and crank are no longer synchronized at TDC1. This would be suggested if you have both fuel and spark.

Crazy..had it towed in and it was just flooded. Oh well...no major expense. Thanks for the help!
