2000 civic ex coupe
Just bought used civic last week. 157K 5speed.
Just noticed a slight vibration at low speeds, 35-35mph. Had it taken in to my mechanic and they have recommended replacing the CV joints because the boots are cracked and no grease is visible. Would this be the cause of the vibration?
Also, need to mention that the two front tyres where worn, so I had them replaced with two from another car that had sat for about two months. My first thought was the tyres needed balanced. But mechanic didn't attempt this due to the cracked CV boot and metal exposure.
I don't hear any tell-tale signs of bad CV joint.
I got the dealer to agree on repair at cost of parts only.
What could this issue be?

The CV joint will fail eventually because the grease is gone and dirt gets in. But if it is still quiet, it should not make the car shake.
I'd tend to think tires. Try on a flat surface, hold the steering wheel loosely and drive straight ahead real slowly. If there is a tendency to "wobble" from side to side, one or more of the tires are not round. Also check that the wheels are properly attached with no rust or debris between the wheel and the hub. Balancing will not fix a tire that is out of round, it must be replaced.
If the original tires had uneven wear, have the alignment checked.
