1998 Civic EX Idle in Drive

1998 Civic EX Idle in Drive
My 1998 Honda Civic EX AT idles steady at 800 RPMs in park. When I put the car in drive or reverse, the idle drops to 300 RPMs but it doesn't give any indication of stalling. It just drops to 300 RPMs.
When I come to a stop, the idle will first hold steady at 800 RPMs then slowly drops to 400-500 RPMs if it's a long red light. The car will shake a little when the RPMs drop to the levels described above.
I have replaced spark plugs, dizzy, fuel filter, IACV, MAP sensor, PCV valve, timing belt and more. No CELs too. Any ideas?
