Default 1995 Civic will turn over but not run

1995 Civic will not run. When trying to start, the engine turns over and runs for a second or less and then dies. Engine lights and backup lights do not come on when ignition is in "on" position and gear shift will not move from park. Battery is good and car has fuel.

What do you mean by 'backup lights' ??

Sounds like a bad ignition switch. The oil, battery, and brake (with the brake handle pulled up) lights on the dash should come on in positions II or III.

It appears to be a bad ignition switch. When I jiggle to ignition key after hitting the starter, the engine will run, but only if the key is in a partially on position.

Yes, replace the switch. You just need the plastic part with all the big wires on it, not the whole cylinder assembly.
