I am getting the same code on my 90 1.5LLX. I pulled the plug to my secondary injector, to stop it from pissing fuel into the engine while cranking. So I induced the light myself.
( I think my ECU has a fault and thinks that the car isgoing 90 mph all the time, even when off)
The following is a list of the stuff that these guys recomended. If you answer these questions in order you will help with the process. I use these same questions when working on aircraft.
Is there spark? I recomend putting the plug back in the wire and laying the threads on a clean metal surface on the engine. You only need to get tazed by the plug once.
Is the fuel pump running? My car was so sound proof that I had to have someone else work the key, while I listened by the drivers right wheel.
Is the air filter clean?
If yes, we know that we have Fuel, Air, and Spark.
If we have all three, we should have fire in the cylinders.
Withoutknowing the answer to these three questions, you are stuck from a troubleshooting stand point.

it was a code 16. well the light flashes 16 times. car cranks really hard....just no vroom. fuel pump is working...just heard it. im thinking that this really sounds like a distributor/plugs...but you guys arre the experts...so how should i proceed?

First remove the Hazard fuse in the main fuse box for 20 seconds to clear the ECU; then, reinsert the fuse. Run the engine to determine whether CEL code 16 returns. If so, troubleshoot the code as detailed in the service manual (88 Civic EF):

ok about to go try that. as of right now, im getting spark to all cyl. it is a light orange/yellow spark, so i dont know if its strong enough....the a/f is good. so that leads me to think its fuel. anyone got a diagram or can tell me how to figure out if the injector is working? the fuel pump is working, i can hear it whine when the key is turned

You need to have blue sparks that can jump at least half an inch in air. Weak orange sparks probably mean that your coil is bad. Take the distributor cap off and hold a grounded wire near the coil output terminal to test for sparks there.
