dont need to take the dash board off.. Should be able to remove the center console, arm rest, and the little panel the screws into the bottom of the dash where the console meets up with it. and you should be able to access everything from there.

I just replaced mine today in my 99 sedan. I pulled the piece under the steering wheel off then opened the glove box to get at the screws for the center piece under the radio. I think it was 6 screws total on the center piece. There are 4 hidden screws directly beneath the radio then the dash will pull out. the connectors for the a/c and hazards are a little tight but they can be extended by popping the clamp out of its bracket towards the floor, carefully.
