i know if you use iTunes and try to import an WMA it will ask to convert it to something else, cause iTunes does not support WMA, so just perdetermine that you want the file set to MP3 in the settings menu.

Look for dbPowerAmp version 10. It has a free mp3 encoder, but subsequent releases switched the mp3 encoder to purchase-only customers.
Or you can use Exact Audio Copy (commonly just called EAC), which is a free open-source program, but it has a learning curve for the non-computer savvy.
