No, he meant literally tuning. You aren't a tuner unless you're literally working with the engine management system modifying fuel trims, ignition timing, etc. The name "tuner" is as annoying to people who enjoy modifying cars as the work "tat" is to people who are into tattoos. Bolting on an intake, header, cat-back, etc is not tuning a car.
