That's not rickrolling. Just like Cartoon Network didn't rickroll everyone at the Macy's Thanksgiving Day Parade.
Rickrolling is tricking someone into clicking on a link by misleading them as to the contents of said link. They have the choice to not click on it, but the fun is in tricking them into doing so. The video? Yeah, not rickrolling at all. The anchor had no choice but to watch the video.
This is what happens when memes get mainstream recognition. People don't bother to understand something before they go along with it, and before you know it, the meme has changed entirely and is full of fail.
