Yahoo has pretty good development stuff. Cheap and easy to use.

GoDaddy.com is a little less expensive and from what I hear they have better HTML development than Yahoo and a little more user friendly. 4 bucks a year for a website of your own isn't a bad deal for 25 pages of code.

Microsoft Frontpage. or if you know and understand the language just bang it out in notepad, that's what I use. I don't do any serious web programming but I like to play around with it.

Me and a friend of mine run a company called Internet Media Services, and we you all of the Macromedia software, along with a few others such as CoffeeCup, and of course Photoshop. Dreamweaver is a great program that can easily be used by beginners and experts, but it is somewhat expensive. If you just want to build like one web page then you can use FrontPage or those other free programs online, but if you want it to be like professional quality, then you are gona need something a little more powerful. Right now I'm building a new website for our company ( www.internetmediaservices.net/index3.htm ). Here is some of the other stuff we have done:

www.internetmediaservices.net - there are a couple incomplete samples on there.
www.fayettevilleacademy.com
www.music.artistservices.net

i too would recommend dreamweaver, but it is expensive.. frontpage is ok, but i personally dont like it. and dreamweaver is easier to understand the code for what is doing what, or it was for me. but its all a matter of cost
