I think the idea behind that law is that if you're somehow rendered unable to operate the vehicle (aka knocked unconscious) they want the car to be in gear instead of just rolling around in neutral. I'm not sure in what states that law applies or who it applies to, but I do know it is the law in some places. Of course they'd have a hard time proving you were coasting, and I doubt any cop would bother to pull you over for that anyway. It's illegal to drive barefoot in some states, too, but who the f*ck is gonna know? Coast if you want, and give your friend a STFUppercut.

I would love to see a cop prove or ticket someone for coasting.

I agree with forty, cops would not know if your coasting or not.

but it's next to impossible for an officer to prove that you were in fact doing so

Officer: Your honour, the accused was coasting his vehicle when I proceeded to stop him.
Judge: Officer, how did you know he was coasting?
Officer: I could tell because the vehicle's exhaust was running at 17.8dB instead of 43.3dB.
Judge: Officer, do you have a dB meter implanted in your head, or are you just blowin smoke out your a$$?
Officer: I'm sorry, your honour.
