I wouldn't have thought the blue was for being cold. I would have thought they were representing "blue-*****", which is probably what they are for.
It's -7 here right now with a wind chill factor of -23. I want to go back to Phoenix!

I actually don't know why we live in Chicago. Its cold in the winter, the weather can change at any time. But i like chicago other than the really cold winters but ive gotten used to it.

He's saying lake effect weather/snow is worse.
I lived in Rome, NY for a year in 2002-2003. I can agree that lake effect sucks, although the weather was predictable for the most part. It's 60 degrees here one day, then -8 the next.
