what plastic parts are we talking about?
And sanding the car (at least for paint prep), you want to start with something pretty rough to do the bulk of the sanding, and move to progressively finer sandpaper to get the smooth texture you want. You don't have to sand to the metal, but if the paint is still shiny in the least bit, you haven't sanded enough.
When I painted the plastics on my bike, I started with 100 grit automotive paper (since I was dealing with plastic, I didn't need it extremely coarse) and moved on to 220 grit... it turned out just fine (technically, I think you should go to at least 400 grit, maybe finer).

when I painted my interior, I used Krylon Fusion... the stuff is amazing; I never had any problems with it flaking off or anything. But I'd recommend going to a junkyard and getting whatever parts you want to paint there... that way, in 2 years when you don't like the paint anymore (trust me, you'll eventually regret painting it), you can just swap back to stock.
