im from western pa to... the mon valley lol. anyhow, i would go with led, less chances of rocks comming up and hitting it and breaking it. just dont rice it out and make it a neon tube on wheels. a lil extra lights cool but if its lit up like the grizwalds, then its ugly.. what part of pa u from?

Yup, LED tubes. I wouldn't recommend lowering the car and putting underlights on it if you live in Western PA, though; I lived there for 20 years, I know how the roads are lol... so pretty much, if you get underlights, keep it at stock height.
I remember back in the day when I had LED underlights I managed to get myself into a little off-road excursion that ended with my front bumper sitting on the ground... the LEDs actually still worked, but the tube was shattered... so LEDs are pretty much the way to go. Just be aware that they're considered an equipment violation in PA (at least if they're blue... from my understanding, pretty much any color is the same way)... ask me how I know
Also, pros and cons:
LED pros:
-borderline indestructible
-more flashing patterns (if you're into that)
LED cons:
-price
-series of LEDs in the strips sometimes go out... and there's no fixing it once it happens
-"hot spots"; LEDs are directional, so there's a bright glow where they meet the ground and the surrounding light is softer
Neon pros:
-price
-smoother glow
Neon cons:
-more fragile
-flashing patterns, but no "chaser" style patterns (again, if you're into that)
