For the front, you could take the splash guard off the bumper and mount the tube on the radiator support like this:

Unfortunately, I couldn't find a good shot of where I used to have the side tubes mounted before I took them off. I know it was just inside of the side skirts, but I forget exactly how I mounted them.
And don't have them on when you're driving... cops don't like it (ask me how I know lol)

PLEASE use some angled steel to HIDE THE BULBS!!!!
it also protects them... U channeling will be the best but depending on how large the bulbs are youd need to use just a common L channeling that is large enough to hide and protect the bulbs.
i used some U channeling on my old setup and i used some VERY SHORT self taping screws... only about 2 or 3 needed to secure the channeling. and the rest you can just use some zip ties to hold the light to the channeling.
and its best to attach the lights to the channeling first, then slap some tape over the lights and use some black spray paint to basically just hide the channeling.
dont just slap it under the car... if you do youll be the typical ricer with the lights hanging under the car which can be seen if powered On and Off and even worse at night since you can see the lights 2 blocks away instead of the light output onto the ground.
you want the light to be visable on the ground and the ground ONLY and only visable when you turn them on DAY OR NIGHT!
this was my civic. and the light that is lighting up the bottom of the bumper is the light reflecting from the ground and back up
i used flexstrip leds which are the best IMO for underbody lighting since they can be in 6ft lengths, then and flexable which works great!!!!!

^ What he said.
The only thing I have against LEDs is there's always a hot spot wherever the lights are pointed. Neon seems to give a smoother light output:

No hot spots whatsoever

true neons do give off a more even glow BUT they break so easily thats the only thing i hate about neons. leds you can run over them with a car and have no difference. but a neon will shatter when ya hit it to ruff or just drop it.

yea i had neons on an old car of mine but they broke easy. that front spot worked out great thanks for that one. i think on the side im going to have to take them off and do a little cutting then mount them right there and put the skirt back on.

i bought my alum channeling at home depo, it typicaly comes in 4-5ft lengths. they have several sizes of L shape channeling and some U channeling tho the U chaneling might not be large enough to completly hide the neon lights.
