RE: projector lights need to decide
Any projector unit will not use an H4 bulb period. The H4 bulb is a dual filiment bulb and with projectors they have a shield that blocks off the light from going upwards as if a high beam...... Most projector conversion units come pre-wired and most also include thier own bulbs.
For good out put I'd look towards TYC for thier projector units (they seem to be better than most), anything else is hit or miss depending on what bulb type they are using in the projector.

You can change the halo on them but it is ridiculously hard... you have to heat up the projector housing and take it apart... then put in the color of LED you want and then glue it back up really good to protect from condensation... projectors are all H1 bulbs for your civ I believe. Keep looking for them, mine done have amber reflectors and I get them from AngelEyes.

They were really easy to install, just plug and play. The only "hard" part of the whole installation was hooking up the halos...which took me about 45 minutes once I knew what I was doing. As for changing the halo color, Moogly is right, its a very difficult project. My ebay projectors cost a whopping 60 bucks shipped I believe, and they throw very good light with the original bulbs. Plus, no amber reflector.
