I did my taillights a couple of months ago using transparent model paint from a hobby store. It is used to tint the windows on models. It came out real nice.

ya do NOT TINT THE HEADLIGHTS!!!!!!
most i will ever add to the headlights is some eye brows like i had on my black civic.... i tried some covers on my 99s headlights BUT it blocked WAY TO MUCH LIGHT OUTPUT!!!!!!!! not safe at all at night!!!!!!!!

been there done that wont do it again..... but the eye brows didnt blow any light and looked much better.

i've used the same stuff before, and i don't recommend it
it doesn't stand up to the weather and the pressure washer at a manual car wash will make it start to come off

Sooo some people are saying that using this stuff to tint your head lights blocks out too much light? What if you got HID's? Would that work or is it just too much?

hids will give you alittle more light output BUT blocking any headlight output is a huge safety issue for you driving at night!!!!! i highly advice not to block any light output!
