I think it's the highbeam switch.
its not a high beam switch.i'm from Ireland and we have them too, if you have a lot of weight in the back of the car it goes down and the front aims up blinding oncoming traffic, with this switch you can adjust the lights back down towards the roads. Theres a little motor on the back of the headlights that adjusts them when you adjust the switch. if you parked right in front of a wall and adjusted this switch you can see that the lights adjust down about a foot with 3 different height settings from normal height to down a foot.
