A picture of the bumper would help... but I usually just use rubbing compound to get scratches and what not off my paint. Works great as long as you don't overdo it.

Goo Gone, then Scratch-X and wax/touch-up painting (depending on how bad it is)

Like Rabbit said, pictures would help too
