Fog Light Holes

Fog Light Holes
I'm going to install my fog lights finally (00 civic ex) and I've been planning this out for a week or so now. I just have 2 questions.
1) What should i use to cut the holes in the bumper? My friend has a dremel we were going to use but the motor caught fire while he was shaving the inside of his fender to stop some rubbing. Is it worth buying a new motor ($30) or is there a cheaper alternative that will work just as good?
2) My fog kit did not come with any zip tie thingys, i was just gonna use electrical tape or my own zip ties. I expect this to be fine, but i just want to make sure.
Thanks in advance for all your help, i really do appreciate all you guys on the site. I don't know where i'd be without hondacivicforum!

I used a sharp knife but a dremel would help you a lot. You have to look really closely to see the pattern to cut the hole. There are some instructions in the DIY section, I think. You're supposed to use a drill bit of a certain size to make holes in a vaguely coffin shape, then use a dremel or knife to connect the dots, so to speak.
