Default 2001 Honda Civic AC's

My girlfriend has a 2001 Honda Civic EX. The AC has blown hot air occasionally since she bought the car. The original owner actually had the same problem. Lately it has gotten worse to the point where ever minute or two it blows hot air for a minute. We live in Arizona and it's just unbearable without AC during the summer. When we take it to the dealership they tell us it's normal and that every 2001 Honda Civic does the exact same thing and that it's an economy car and they are designed like that. They also say there is a resistor that is designed to make the AC stop working once the temperature outside reaches 89 degrees which I find hard to believe. I have a 1998 Honda Civic it has ice cold AC. So what are they talking about? Does anyone else with a 2001 EX have the same problem?

The A/C is suppose to cycle on and off but the A/C should not blow cold air when it is on. Even though the actual compressor is not turning, the A/C is still blowing cold air b/c the refrigerant hasn't heated up. Once it does heat up, the A/C should turn back on. Check the the clutch is engaging when the A/C blows warm. I would check the thermostatic switch.
