Is the D16 VTEC or Non-VTEC. If its not VTEC, why not just get a new VTEC head.
its Vtec, but you bring up a good point. get a head from a 96-00 sohc vtec. it will bump the compression about half a point, which will increase your power across the powerband.

best bang for your buck would be a nitrous kit, if that's what you are into. If not then I would recommend the basics to get started... intake, header, exhaust.
can a stock honda engine really take that much nitrous?

Just save up for a swap would be your best bet IMO.

If you really wanna keep that setup I would do the basics CAI, Header, High-Flow Cat, Cat-Back exhaust. If you shop around and do all the installs yourself you should be able to do all of these for 1K.

we shot 50 on the d15 for over a year, and never had any problems with it whatsoever. even though the d series rods are pencil thin. a swap is the best long term investment you can make. the overall power potential is better than the sohcs.
