You usually want to use them with a turbo set up, but allow me to attempt to explain the theory behind it. Turbos run very hot, they generate alot of heat from running 60K-80K+ RPM. Some turbos use a bearing of oil, some use ball bearings. Either way, you have oil running through the turbo. This oil is going to get hot. Your stock lubrication system is not designed to have the oil run this hot, so you get an oil cooler. The oil is pumped from the engine to the cooler and then back to the engine. The cooler is placed around the radiator and the radiator fluid will absorb the heat from the oil, hope that helped.
