I owned a 98 and it was set at 120mph, it's like hitting a rev limiter

hmmmm weird...............I guess I'll know for sure here in a few weeks. I could definitely be wrong, but I could of sworn I hit 126 and didn't feel any kind of fuel cut..............just no more power lol.

Well honda gauges are known for being off a bit at high speeds and high in the rpm range.

Hell even w/o aftermarket rims the rpm gauge has been noted to be upto 400rpm off of what it should be.

Yeah, all of you guys could be right, cuz my needle just kind of wobbles once i reach 95, and i know before i've got up to well over 110, and it felt like i was still accelerating too. I have aftermarket gauges, and that might have messed with the needle when i installed them.

I have an 02 civic ex with intake and exhaust and i had her doing 132 on the thruway and i was at about 5900rpm and the only reason i didnt go any faster was cuz i saw a cop.... so there isnt a governor as far as i know. or maybe i just havnt hit it yet...

the civics don't have a governor as far as i know but when u feel the fuel cut off that is most likely the ECU if it is automatic u might want to get one out of a stick shift if it is stick shift u might want to get it chiped or get a piggy back ECU
