Default Governor?

I have a 1999 Civic DX Coupe, and i was wondering if there is a top speed limiter on it. It gets up to 95 no problem, but sometimes it seems like there is something that doesnt let me go any faster than that. I seem to remember getting it up to 115 a few times, but now whenever i get up to just about 95 i cant get any higher. Anyone know whats the deal?

Maybe a windy day, strong headwinds mean a lot if you dont have the power.

Why the hate, it's the truth. You are asking why it is hard to get over 100mph and I told you. It is a 92 to 128hp econo car not a Corvette.

My 00 Civic EX hits the gov. at 120 mph, I know because I have hit it a couple of times and it completely quits and stops, almost like a rev limiter sound. I also agree with Marty basically stock single cam motors (like mine) are not exactly 350ci torque monsters, I would like to think they are, but in all reality they are not. These engines don't like to move the car very fast after around 80-90 mph. It took my car like 16 seconds to go from 110-120 mph, lol.
