Default EX swap gone bad, i think

i said a little bit about this in a different thread but i thought i'd start a new one to get more attention. I bought a 1998 Civic DX coupe with a 1999 EX D16Y8 motor swap done to it. the problem is it won't pass emissions because the check engine light comes on. but when i had a scanner hooked up to it, it just said "link error". i don't know if the new obd2 or obd2b? ecu is bad or if he just screwed up all the wiring. i don't know what kind of ecu it is, i just says 99 EX on the side, written with a sharpie, so i figure it's from a junk yard and might be all sorts of screwed up. If someone could give me some info on any personal experiences or if they actually know what they are talking about, cuz i am kinda a newb to the honda family but still proud. i just want to get it out on the road as quick as possible. she's just sitting in the garage... anyways, please help. this is an awesome web page by the way.

if I'm not mistaken I think that 98 was obd2 and 99 was obd2b. Don't quote me though. If that is the case then most likely thAt is whats causing it. Seems to make sense in my mind at least.

so now my question is do i get an obd2 to match my DX car or an obd2b to match the EX engine? if i need to get it for the car would i have to buy some kind of Vtec converter thing or would i just be able to plug and play no sweat? I already have the 99 P2P ecu, if that helps. or should i go straight up with an obd1 like a P28 and get a conversion harness? i am so friggin' lost. could somebody help me out?

no, snag a 99-00 EX computer not DX. Also, if you make sure it comes out of the car with the same transmission as yours. Like if you have a manual, dont snag a computer out of an automatic.

that didn't work, i got a 2000 ex ecu (P2P) for a manual transmission, and i am still getting the "link error" from the scanner. the idiot who sold it to me must've f****'d up the wiring or something. and boy do i suck with wiring. somebody told me to go to honda and get it flashed again. no idea what that means.

im pretty sure that getting it flashed means that they hook it up to there computer and flash it and let it start reprogramming itself.

do they just see that the light is on (passing emissions) or do they actually hook it up cause if they jus look for the light just take the light out

So check this out. i took my civ to honda and had them diagnos it and it turns out my car was made and sold in california. and my new engine isn't made for the california emmisions testing so there are like twelve wires that aren't hooked up to my ecu because of that, and they would have to rewire almost the entire car to get it to work correctly. lame

does anybody know how to convert a car from california emissions to federal emissions? or where to find instructions? because i don't feel like paying the guys at honda 900 bucks to do it.
