CEL on a 98 Civic EX, Help

Default CEL on a 98 Civic EX, Help

Could someone give me a little help?
My Daughter's bone stock Civic has the check engine light on.
The car hasn't had any recent service, car runs smooth and has 126,000 plus miles.
Pulled the codes at a local parts store and got:

P0137-O2 Sensor circuit Low Volts (Bank 1, Sensor 2)

A Bosch 02 sensor lists for $298 so I'd like to verify this is where to start as opposed to maybe the Catalytic converter.
I will of course check the connections and wiring first.
Also any other brand you might recommend and where I can purchase it?

pull the sensor, clean it up, check the wiring. be carefull , they can be brittle from the heat exposure. recheck...
