Default Cannot read DTC codes

Hello,

I have a 2003 Honda Civic Hybrid and the check engine light is on. I tried getting the codes using a scanner but it did not read anything (it said 'please connect the scanner to car' even though it was already connected). I took it to the Honda dealership and they told me they can't read the codes as well. What could be the problem?

Thanks!

I am sure this sounds elementary, but have you tried resetting the ECU to see if the CEL comes back on?

How would you reset the ECU? The thing is I can't read the codes at all, resetting it probably won't help because the codes will come back up (there is a problem with seatbelt and SRS light will come on for sure).
