When i do a mini-me swap, i need a new ECU to engage the VTEC. at www.phearable.net they customize an ECU for you and ship it out to you. You have the choice of selecting VTEC or non-VTEC ECU's, so when i swap, could i just get an ECU from Pherable with VTEC eqipped? So i'd get VTEC and an updated ECU all at the same time?

Instead of asking here, maybe you should go to the source and see what they have to say? Thats where I would start. I mean, if they make the chips then at least they should have a little more tech info than most of us.
