RE: tail lights
scuff marks on tail lights? Is the actual tail light damaged, or is there just crap on it? If there is jsut crap on it almost any cleaner will work on it (windex, car soap, cleaner wax even), if there is actually a scuff/scratch into the plastic i dont know how to help you there.

I may be too late but you can try this link if not... Plastic care article
You may not need such extreme measures... You may just be able to buff with a compound and wipe it dry. I used this for mine as they were pretty bad. I just used different products and my PC 7336 instead of a rotary. Meguiar's Plasitx works well I hear. Haven't tried it myself though, I just used some Meguiar's dual action cleaner polish instead for buffing out the sanding marks. 3M perfect it II rubbing compound works well too. This clears any yellowing as well.
