the reason the power sparks when instaling the fuse is because the capacitors inside the electroncis need to suck some juice to charge, thats what makes it spark when hooking up equipment which can leave a black spark mark on the equipment.
the safest way is like i said with using a light tester to charge the capacitors slowly.

a spark in the case of removing/placing a fuse is just electrons jumping through the air and/or a neutral object just getting an influx of energy, doesn't at all mean it's damaging
as well, removing the fuse is the exact same thing as undoing the battery mobsta
By doing so, you remove any current from the other end of that cable
the only thing remotely possible to consider is the car's overall ground going back to the battery, in which case is probably not that bad of a thing

Yeah, removing the fuse isn't the best. I always remove the negative, then remove the fuse. Then when you're done, do the same in the opposite way. That way, it's like you're removed both terminals, but no sparks (except maybe a tiny one when you put the neg. terminal back on.)
Read up, and try it yourself man. It's worth the time to know how it works if you have a problem down the road.
