I find that 15's are a little sloppy. But they are great for just bass in your face. The 'cleaner' sounding subs like 8's and 10's are great for SQ.
15's also tend to be as efficient as Hummers on gas.
Those arent facts... just my observations so dont put me on the cross yet.

I'm runnin' the PA2-1600W Power Series amp, with 2 10" FUBAR 1600W, and the 5 farad Capacitor. I haven't had any problems with it and it hits HARD! Everybody has their own opinions on brand names. Quality-wise PA isn't the best, but the cost/benefit ratio is definitely up there! I'd throw in a cap in your bro's system...that'll keep his headlights from dimmin' every time the bass hits. Probably don't NEED a 5F, but it would definitely be better. You'd have to let someone else help you with that. I got mine just to cover my bases if I ended up wanting more subs or speakers, but I got both my subs, rear speakers, + 2 more 6x9's running off my amp and it hasn't cut off yet.
I say it sounds like it'll be okay, but if he's cranking up the bass all the time, you may want a bigger amp, seeing as that subs crankin' out 1500W RMS alone w/2600W max and add a cap. Just my $0.02!

how do those fubar subs sound
and how loud do they get how many db do u hit and do they have good sound quality
